Who this guide is for

This guide is for people exploring Rwanda from outside, founders, investors, consultants, companies, NGOs and diaspora operators, who want a clear picture of the questions to work through before committing time and money.

It does not replace qualified local advice. Think of it as a map of what to confirm, and with whom.

The key setup questions

  • What entity type fits your plans, and who registers it?
  • What tax and accounting setup will you need?
  • What are the banking requirements for your company type?
  • Do you need a registered business address or office?
  • Do you (or your team) need a work or investor permit?
  • Which local professionals should you line up first?

Company registration

Company and business registration in Rwanda is handled through the Rwanda Development Board (RDB), specifically the Office of the Registrar General. Confirm the current entity options, requirements, documents and fees directly with RDB or a qualified local professional.

Tax, accounting and banking

Tax registration and the Taxpayer Identification Number (TIN) involve the Rwanda Revenue Authority (RRA). A local accountant can help you understand obligations for your situation. Business bank account requirements vary by bank and company type and should be confirmed directly with the bank.

Address, permits, partners, housing and mobility

Many founders also need a business address or coworking base, clarity on work/investor permits (confirmed via official immigration sources), a shortlist of local legal and accounting partners, and practical soft-landing support, housing, airport pickup and a driver while they get set up.

Confirm with official sources. We are not affiliated with these bodies; they are where to verify current rules.
This is a general practical guide for people exploring Rwanda. It is not legal, tax, banking, or immigration advice. Confirm requirements, steps, fees and timelines with qualified local professionals and official sources before acting.
